Job Summary

The Safety Engineer Supervisor is the complex Process Safety Management/Risk Management Plan subject matter compliance expert. The position is also responsible for the development, support, and improvement of the OSHA/EPA regulatory compliance, safety, fire protection, and engineered safety and loss control systems throughout the LCMC. This position works with other engineering disciplines to assure the proper scope, adherence to regulatory requirements, development, installation, and maintenance of the safety equipment and operations infrastructure. This position is a resource for regulatory compliance and code specifications to the facility, other CITGO refineries, and corporate groups.


Additional Duties Include:


  • Supervise Safety Engineering Technician(s) and IMPACT Administrator/PSM Coordinator(s) 
  • SME on EPA’s Risk Management Plan Prevention Program/OSHA Process Safety Management Programs (40CFR68/1910.119 respectively)
  • Maintain the EPA RMP: submit records and perform revalidation of complex covered units as required
  • Ability to use common air/toxic models – static and real time  
  • Responsible for key Compliance elements of RMP/PSM – PHA/Revalidations schedule compliance, MOC administration, Audit, PSSR and the implementation of new regulatory requirements of either regulatory rule
  • Provide engineering support to refinery on safety related issues and projects
  • Support the implementation of Corporate Safety Standards, along with CITGO Engineering and Construction standards on new capital and/or expense projects 
  • Propose safeguards to identified hazards and specify necessary personnel safety & fire equipment
  • Supervise/manage the overall administration of the electronic incident reporting system
  • Develop direction & manage recommendations for Loss Control Program(s)
  • Project Manager for small safety H&SS/capital projects (as assigned by H&SS)
  • Member of LCMC Risk Management Committee
  • Oversee all facility siting issues for the refinery as the SME
  • Supervise all Corporate variances and advise HSSE management on policy positions for CSS variances
  • Supports Facility Emergency Response

Minimum Qualifications

  • Bachelor's degree in Safety, Chemical, or Mechanical Engineering
  • Eight (8) years of supervisory experience in Process Safety Management and EPA Risk Management Plan required
  • Valid driver's license required 
The Maritime Transportation Security Act requires all persons who will need unescorted access to a regulated facility to have a valid Transportation Worker Identification Credential (TWIC), issued in accordance with the rules established by the United States Coast Guard and the Transportation Security Administration.  Candidates selected for employment must meet eligibility criteria to obtain a TWIC card.
