Job Summary

The Communications Specialist works as a projects manager to coordinate the development and implementation of internal and external communications for the Lake Charles Manufacturing Complex. Acts as primary communications consultant to internal Business Units or Support Organizations. Meets with clients and plans communications solutions, provides guidance, writes copy, edits and supervises design and printing of communications materials. Supports and manages Lake Charles Manufacturing Complex communications portion of the intranet, videography and photography shoots, as well as special communications campaigns and corporate events as required. Stays current with communications technologies, monitors and tracks expenses, and works with external vendors. Focus includes external and internal communications, which requires working directly with persons both internal to CITGO and external to CITGO, CSR/sponsorship partners, and vendors. Supports other department projects and reporting as needed.

Minimum Qualifications

College Degree (Bachelors Level)


  • Degree in journalism, communications or related field of study
  • Minimum of 5 years of experience with increased responsibilities in writing and editing
  • Experience in working with the media and government officials
  • Superior communications and negotiating skills
  • Knowledge of writing/editing/Web content management and related software, 



Job Duties


  1. Communications Consulting Primary liaison for news media, providing emergency and general service communication after hours and general information activity for operations to appropriate agencies. Interacts and provides necessary information with appropriate governmental agencies. Serves as communications consultant to business units by helping develop communication plans and strategies, executes such programs and monitors budget expenses through project completion.  Maintains Lake Charles Manufacturing Complex voice and supports with budget administration. Serves as backup CITGO Spokesperson and assist Public Information Officer in crisis situations by gathering pertinent information on incident for press releases to public and employees.


  1. Writing/editingManaging editor of Flagship, LCMC quarterly magazine. Writes original content, edits and proofs, including developing editorial calendars and researching, writing and/or layout support of communications materials. Communications materials include news announcements, brochures, posters, fliers, booklets, reports, print ads, storyboards, radio ad copy, and web copy among other.


  1. Publications/Videos Consulting – Assists in the development of brochures, reports and other communications materials including videos, aimed at both internal and external audiences. Archives and labels graphic materials, presentations, and other creative and copy documents as needed.


  1. E-mail Communications ManagementManages the Lake Charles news distribution system as related to developing and determining appropriate content and timing for Employee News and email letters from executives, etc.


  1. Events Consulting – Serves as liaison with the Public Affairs & Communication Relation Coordinator and provides guidance on event communications. Supports with events set-up and break-down, and event staffing as applicable.


  1. Web coordination – Works with those responsible for management of the intranet and CITGO Alumni Website when asked to write/design content that is related to internal communications.


  1. Special Projects – Manages communication-related special projects when necessary for both internal and external audiences.


The Maritime Transportation Security Act requires all persons who will need unescorted access to a regulated facility to have a valid Transportation Worker Identification Credential (TWIC), issued in accordance with the rules established by the United States Coast Guard and the Transportation Security Administration.  Candidates selected for employment must meet eligibility criteria to obtain a TWIC card.
