    Job Summary

    Provide support to the International HR Business Partner to coordinate and advise international employees and management on matters regarding immigration and permanent residency for all international employees across the Company.  Key contact for CITGO and PDVSA regarding international assignees and will be responsible for all functions of personnel record keeping regarding international matters for compliance with regulatory agencies. 

    Minimum Qualifications

    • Bachelor’s Degree in Human Resources, Industrial Relations, Business, Psychology or related field.
    • Minimun 1 year of HR job related experience
    • Experience with handling immigration matters.
    • Bilingual (English/Spanish).
    • Ability to plan, organize, control and evaluate processes.
    • Good conflict resolution skills.
    • Ability to manage multiple projects simultaneously in a changing business environment and under pressure.
    • Capacity to create, execute and evaluate internal communication channels and organizational structures.
    • Ability to assess risks and apply good judgment in making recommendations to all levels of management.
    • Proficient in Microsoft Excel, Word and PowerPoint.
    • Global and Cultural awareness.

    Job Duties

    Support the International HR Business Partner responsible for Visa and Permanent Residency processes for all international employees across CITGO, providing accurate and timely consultation and strategic support to develop appropriate solutions. Ensure that applicable immigration rules, policies, guidelines and legal mandates are interpreted and applied properly.


    Maintain current knowledge on immigration law updates and advise Human Resources Management on issues and topics regarding the International field.  Work closely with the PDVSA International HR Department to coordinate and approve activities prior to communication and implementation of employee staffing and transfers.


    Utilize appropriate policies, procedures, and other related information to provide accurate and timely interpretation and consultation to effectively resolve employee/organization concerns as well as ensuring overall corporate compliance in terms of both domestic and international statutes.


    Perform analysis and fulfill management and PDVSA requests as required, including the execution of functions required by HR PDVSA New Special Assignees process. Ensure that CITGO’s best controls and processes are applied properly.


    Provide assistance in the administration of the PDVSA Propex for assignees who are on assignment from PDVSA.



    Complete special HR projects as assigned.
