    Job Summary

    Administer international human resources programs and policies regarding immigration and permanent residency for all international and expatriate employees across the company. Key contact for CITGO, PDVSA and subsidiaries regarding international employees and assignees. Manage all functions of reporting and record keeping regarding international matters for consistency and compliance with regulatory agencies.

    Minimum Qualifications

    • Bachelor’s Degree required in Business, Human Resources or other job-related field
    • International HR Experience Required
    • Knowledge of Immigration Laws
    • Bilingual English-Spanish Verbal & Written Required
    • Must have proven ability to work with staff at all levels of the organization.
    • Highly proficient skills in communications, negotiation and conflict resolution
    • Must be proficient in Microsoft Excel, Word and PowerPoint
    • The minimum number of years of job related experience required by this job is 8 years.

    Job Duties

    • Direct the activities for international areas to deliver cost effective, customer focused, strategically aligned best practices for human resources services in both domestic and international locations.
    • Subject matter expert of the international human resources function, providing guidance and coaching to both management and peers, along with compliance of international and domestic regulations in accordance with company policy, programs, and procedures.
    • Manage relationships with outsourced legal counsel for immigration and international matters in order to minimize the financial impact due to legal risk.
    • Provide assistance in the administration of all international policies and programs for PDVSA assignees and employees who are assigned to an international location. This includes working with internal and external legal counsels, and the relocation of these employees, assignees, and their families.

    • Provide strategic HR international support while promoting alignment with corporate mission and goals within an assigned client base.

    • Facilitate the effective implementation of various aspects of the workforce management plan for international business. This includes management planning and development.
    • Utilizing appropriate CITGO human resources policies, provide effective and timely interpretation resolving individual international employee concerns as well as ensuring overall corporate compliance. Assist management with strategic planning for major reorganizations within International business, and model strategic human resources plans that support the business direction in creating new business aboard.
