  • Job Summary

    The PSM Safety Advisor coordinates and implements actions to ensure compliance with the OSHA PSM and EPA RMP regulations and applicable CITGO HSSE standards. This position provides technical expertise, guidance, and assistance for any of the PSM and RMP elements and OSHA recordkeeping. The position is deeply involved in all aspects of the corporate process safety effort. Provides leadership to maintain consistency throughout the corporation. Works with refinery personnel to implement, update, and improve process safety management systems, processes, standards and procedures. Communicates critical PSM/RMP related performance information to senior CITGO management. Monitors regulatory changes, publicly available information, and significant incidents at other refineries/chemical plants and revises CITGO standards when necessary. Liaisons with regulatory agencies. Provides oversight for high priority initiatives such as facility siting, safe operating limits, and safety instrumented systems, and management of change. Participates in internal compliance audits and investigations and monitors completion of action items resulting from these audits.

    Minimum Qualifications

    Bachelor degree in relevant field, plus eight (8) years of related experience


    Twelve (12) years of relevant Refinery/Operations experience

    • A working or general knowledge of refinery processes.
    • Practical and working knowledge of the OSHA PSM and EPA RMP regulations required.
    • Good organizational and writing skills necessary to track and document PSM and RMP activities required.
    • Ability to read and understand P&IDs, flow diagrams and technical specifications required. Experience with incident investigation processes (e.g., TapRoot, PROACT, Cause Mapping, etc.), IHS IMPACT, and ERM EHS&S desirable.
    • Proficient in Microsoft Office Suite (Outlook, Word, PowerPoint and Excel) 


    Candidates must be able to obtain a TWIC (Transportation Worker Identification Credentials Card)


    TWIC ELIGIBILITY REQUIREMENTS: The Maritime Transportation Security Act requires all persons who will need unescorted access to a regulated facility to have a valid Transportation Worker Identification Credential (TWIC), issued in accordance with the rules established by the United States Coast Guard and the Transportation Security Administration.  Candidates selected for employment must meet eligibility criteria to obtain a TWIC card.

    Job Duties


    • Acts as Subject Matter Expert (SME) and facilitator HSE performance teams for development and implementation of consistent safety policies, procedures, and processes.


    • Assimilates facility safety statistics and performance indicators. Analyze and provide management with trending information and recommendations to recognize trends, eliminate safety incidents and promote safety improvement.


    • Reviews Safety procedures for regulatory compliance and revise as needed. Conduct procedural and field audits to ensure compliance with current policies, procedures and regulatory requirements. Participate in Corporate Process Safety Management Audits and HSSE Management System Audits as needed.


    • Provides leadership and technical support to facility safety committees and associated safety programs and initiatives.


    • Acts as contact with industry groups including AFPM, and participate on AFPM Advancing Process Safety committees as needed.


    • Develops PSM, RMP programs and material for training facility personnel on policies and procedures.


    • Participates in PSM incident investigations (Corporate HQ and field).
