    Job Summary

    The Procurement Manager is responsible for procurement of materials and services for the refinery. This position supervises other procurement professionals to ensure that CITGO procurement policies and procedures are applied in obtaining quality goods and services to meet the internal customer's requirements at the lowest total cost, including bidding, vendor selection, negotiation, creation and maintenance of contracts (purchase orders and outline agreements) covering the commercial terms and conditions of the transactions. Interact regularly with other refinery departments, their management and external vendors.

    The Procurement Manager manages the purchasing and warehouse functions at the plant site in order to achieve the lowest total cost of ownership of purchased goods and services. This position provides advice and counsel to site management for all procurement activities. This position works with other site departments and corporate support to improve the complete procurement process so that the process becomes more effective In accomplishing requirements of internal customers and ensuring proper business controls.

    Minimum Qualifications

     

     

    Bachelor degree in Supply Chain or related field, plus ten (10) or more years of related experience. 

     

    OR

     

    In lieu of degree, fifteen (15) years of related industrial experience.

     

    • Knowledge of procurement and inventory control techniques
    • Working knowledge of purchasing system(s) (SAP or other)
    • Experience writing contracts for materials/services
    • Proficiency in computer software, including but not limited to: SAP, CMS, Microsoft Word, Microsoft Excel and Microsoft PowerPoint

     

    Candidates must be able to obtain a TWIC (Transportation Worker Identification Credentials Card)

     

    ELIGIBILITY REQUIREMENTS: The Maritime Transportation Security Act requires all persons who will need unescorted access to a regulated facility to have a valid Transportation Worker Identification Credential (TWIC), issued in accordance with the rules established by the United States Coast Guard and the Transportation Security Administration. Candidates selected for employment must meet eligibility criteria to obtain a TWIC card.

    Job Duties

    1. Manage the procurement and warehouse activities for the local site to ensure that the needs of internal customers are met. All such activities will be conducted in the most effective manner possible with focus on delivering all goods and services to the internal customers at the lowest possible total cost of ownership, considering purchase price, quality, reliability delivery, safety and other items required by the internal customer. Management responsibilities include:
      • Ensure proper inventory levels & timely, accurate delivery of inventoried materials.
      • Ensure adequate response time for purchase orders and contracts.
      • Ensure adequate outline agreements are in place.

    2. Manage the administration of the site procurements and warehouse departments:
      • Prepare review and manage department budgets.
      • Develop, implement and manage to department performance metrics.
         
    3. Work with other sites and corporate to find, evaluate and implement opportunities which will create value for the corporation. These opportunities can include the following:
      • Contractual agreements that can be leveraged across CAR/CITGO sites and/or extended to PDVSA and affiliates.
      • Procurement best practices that reduce transaction costs or create value in other ways.
      • System enhancements that allow for more effective transactions or information distribution.
      • Coordinate communication between site and corporate to ensure alignment of objectives and proper levels of involvement is attained.
      • Supervise and develop personnel in the procurement and inventory management groups.
      • Perform directly and ensure the performance of ongoing informal and periodic informal performance evaluations.
      • Determine and implement training for career enhancement.
      • Develop performance improvement plans as necessary.
      • Perform compensation reviews and recommendations.
      • Ensure compliance with CITGO policies and procedures.
      • Review and approve major expenditures, bids and blanket orders; coordinate finalization of agreements

    4. Serve as commodity sponsor for commodity teams tasked with strategically sourcing identified commodities.
      • Provide direct supervision to commodity managers.
      • Participate in the development of overall strategic sourcing action plan.
      • Ensure that commodity teams are successful in meeting requirements of their charters, including implementation of contracts and ongoing maintenance.
      • Facilitate interaction with other work groups, provide training, and implement procurement process changes.

    5. Lead and Negotiate and execute large service contracts as required by the site or the corporation (i.e. National Outline Agreements).

    6. Manage the procurement of materials and services in accordance with CITGO procedures, strategic goals and objectives, and tools (SAP, CMS, etc.).

    7. Perform other special duties and projects as directed by Business Unit and provide Procurement on-call support as necessary.
