    Job Summary

    Analyze import and export data to establish a reputation as a low risk importer and exporter. Implement FTA program saving PDVMR and CITGO $2-3 million annually and ensuring due diligence on CITGO and PDVMR issued FTA certificates. Participate in intradepartmental discussions to discuss any new or unique needs of customers while evaluating the compliance risks for the opportunity. Analyze compliance risks of vendors and customers for Special Projects, CITGO Aruba, and CPC. Support various government agency reporting. Examine current regulation rulings, analyze impact to business activity, and advise business groups of changing regulations affecting business decisions. Evaluate and respond to US Customs requests for information and assist in Focused Assessment preparation. Coordinate compliance training programs for business groups.

    • The minimum number of years of job related experience required by this job is 5 years of experience with a degree, OR, 9 years in lieu of degree.


    Preferred qualifications:


    • College Degree (Bachelors Level Preferred)
    • SAP experience desired





    Job Duties

    • Analyze import and export activities with government regulations to ensure we are fulfilling all the necessary requirements needed to maintain CITGO as a low risk importer and exporter. Resolve any deficiencies with broker service or business group activities and proactively implement necessary controls to close any gaps that open CITGO to increased unnecessary risk. Define and establish written procedures to support the due diligence performed. Coordinate with necessary business groups to ensure due diligence is followed.


    • Implement FTA program for CITGO and PDVMR. This includes evaluating the NAFTA reconciliation program with the goal of recovering $2-3 million in duties and fees to Customs annually by working with suppliers to obtain NAFTA certificates and analyzing proper use of FTA on imports as well as preparing and reviewing data to submit to Customs. In addition, identify and recommend other available opportunities to eliminate or recapture additional Customs duties and fees and manage U.S. Treasury refunds. Oversee FTA certificate issuances for CITGO’s and PDVMR’s customers. This includes analyzing CITGO’s exposure, coordinating with the refineries for light oils and quality assurance for lubricants to determine FTA eligibility, and ensuring government requirements are fulfilled.


    • Execute reconciliation activities for PDVMR imports and CITGO exports to validate and document compliance with government regulations. Test for weaknesses in controls that expose CITGO or PDVMR to compliance risks and implement procedures to strengthen those areas. Coordinate with business groups and broker services to prepare post summary corrections and CBP 09 Value reconciliation for submission to CBP.


    • Coordinate with the different operations business groups to meet new or unique customer requests for CITGO, CITGO Aruba, or Special Projects while ensuring government regulations are followed and risks of fines/penalties towards CITGO are minimized. Analyze, implement, and document procedures to ensure gaps are discovered and minimized.


    • Analyze changes to government regulations and denied parties against our current processes and information in order to minimize the risk of suspension of export privileges and/or financial risk of $10,000 – 10 million penalties. Evaluate this risk by researching our vendors and customers in our different applications including FCPA, D&B, and Westlaw and then comparing our vendors and customers against the U.S denied parties’ lists using OCR and OFAC search programs. Ensure due diligence with vendor screenings is documented to reflect CITGO’s commitment to abide ethically.


    • Prepare and analyze HMF quarterly report data to ensure accuracy and reasonableness and then timely submit information and payment to CBP.


    • Research changes in government regulations and analyze how those changes will affect CITGO’s businesses. Educate the business groups involved to ensure they have a clear view of their importance and the risks involved. 



    • Execute the Records Management TRIM program to ensure full compliance with government regulations as well as CITGO’s Record Management procedures. Coordinate with RM team to implement any necessary changes that arise.
