    Job Summary

    Responsible for the planning, organizing and controlling of all rail and truck transportation for Hydrocarbon Solvents in order to assure safe and efficient operations. Manage, analyze, negotiate and establish rail/truck transportation freight rates and service proposals/contracts. Responsible for managing solvents inventories at Lemont Refinery, outside terminals and at consignment locations through continuous monitoring of sales orders and communication of production requirements with refinery planning personnel. Maintain inventory accounting records for outside terminals and consignment locations.

    Minimum Qualifications

    1. Bachelor's degree with 8 years of job related experience
    2. 12 years of job related experience is required if no degree
    3. Experience with truck and rail logistics preferred
    4. Logistics in transportation experience with other modes of transportation accepted.
    5. DOT Hazardous Materials Regulations knowledge is preferred
    6. Computer skills in Excel, Word and SAP
    7. Transportation Worker Identification Credential (TWIC) Eligibility

    Job Duties

    1. Manage truck transportation including negotiation of rates; evaluation of carrier capabilities, qualifications, equipment availability and safety performance; maintain contracts and Certificates of Insurance, and analysis of freight expense and alternative transportation options. Review compliance with DOT regulations. Supervise Coordinator, Motor Transportation. Assist sales personnel in resolution of carrier service issues. Provide 24 hour assistance to resolve load request and BOL issues at the Lemont truck rack.
    2. Manage rail transportation including evaluating the required size of fleet for maximum utilization; negotiating and maintaining rail leases and tariffs; rail car repair coordination and audit of repair expenses. Supervise Coordinator, Rail Transportation.
    3. Manage finished product inventory at Lemont Refinery. Continuously monitor sales orders and communicate production requirements to refinery planning and production personnel on a daily basis. Provide weekly and three month forecasts of production requirements for Short Term Operating Plan. Communicate on a daily basis with Refinery Planning and North Plant Operations personnel on short term optimization. Establish safety stock levels for each product. Participate in monthly planning meetings and evaluate options to minimize impacts from planned/unplanned production curtailments. Communicate inventory issues to Sales, Customer Service and Transportation; maintain inventory level at the refinery consistent with sales needs; control inventory at outside storage locations, communicate inventory issues to traffic department, customer service, and marketing, and analyze actual sales and production as compared to sales plan.
    4. Negotiate and manage lease tanks and transload operation contracts outside of the Refinery. Establish and maintain safe minimum inventory levels and coordinate replenishment with marine schedulers and schedule rail replenishment at transload facilities and Cicero MSO.
    5. Coordination / consultation with other departments involving delivery and supply issues with customer service, coordinating logistics issues directly with sales reps, and consulting with technical department on specification issues and product contamination claims.
    6. Maintain inventory records on all inventory outside of the Refinery, including lease tanks, consignment locations, and transload facilities. Reconcile inventories on a monthly basis with Product Accounting and provide information for monthly closing.
    7. Maintain adequate emergency response function for the solvents group by coordinating emergency response activities, maintain emergency response contact list, and maintain 24-hour coverage for emergency response and to coordinate emergency response activities with Houston.
