Manages personnel who install, maintain, and troubleshoot electrical, instrumentation, and automation related assets for marketing terminal and pipeline facilities. Provides management of marketing terminal electrical, instrumentation, and automation-related projects and maintenance. Provides PLC program development and change management oversight for the marketing terminal and pipeline operating groups. Provides technical expertise, direction, and support as required to E&I personnel, marketing terminal, pipeline, and project engineering groups.

Supervises E&I Specialist. Plans and directs work, provides training, facilitates interaction with other work groups, establishes goals and objectives and sets performance criteria. Reviews candidates to fill vacancies, conducts performance reviews, and recommends salary increases and bonus payments. Establishes and manages department budgets.

Degree: College Degree (Bachelors Level).

The minimum number of years of job related experience required by this job is: 8 years or 12 w/o degree.

ELIGIBILITY REQUIREMENTS:
The Maritime Transportation Security Act requires all persons who will need unescorted access to a regulated facility to have a valid Transportation Worker Identification Credential (TWIC), issued in accordance with the rules established by the United States Coast Guard and the Transportation Security Administration.  Candidates selected for employment must meet eligibility criteria to obtain a TWIC card.

1. Manages the production and activities of E&I specialists. Plans and directs work, provides training, facilitates interaction with other work groups, establishes goals and objectives and sets performance criteria. 2. Provide technical expertise to E&I specialists, contact craftsmen, and terminal personnel for the resolution of marketing terminal, electrical, instrumentation, and automation related problems, giving direction, instruction, and making recommendations as required.
3. Develop and administer   EPCC budget by providing leadership in and supervising establishment and management of budgets for subordinate supervisors.
4. Provide project management, facilitation, coordination, in collaboration with project engineering personnel, operations managers, terminal personnel, and contract personnel on electrical, instrumentation, and automation projects in marketing terminals. Assign personnel to projects and evaluate work performed.
5. Manage maintenance of electrical, instrumentation, and automation related equipment in CITGO terminals through establishment, implementation, and monitoring the effectiveness of a preventive maintenance program.
6. Identify and investigate new technologies and equipment with potential benefit to the safe, cost-effective operation of CITGO terminal facilities. Evaluate proposed changes to marketing terminal electrical, instrumentation, and automation equipment. Make recommendations to engineering and operations personnel based on testing and investigation of equipment.
7. Provide oversight of pipeline PLC development and change management. Provide operations management with information as required.
