Job Summary

Responsibility for developing solutions to complex programing, communications, electrical and instrumentation problems, which require the use of ingenuity and creativity. Analyzes projects and determines any electronic or communications requirements, technology selection, establishes appropriate scope materials and specifications, develops economic and feasibility studies, evaluates engineering designs, and creates procedures. Will provide evaluation, recommendation, implementation, and continuing support for the operation of critical infrastructure necessary to support control, electronic, communications, leak detection, and operational technology (OT) systems. Solve complex technical, infrastructure problems related to internet technology (IT), operational technology (OT), programmable logic controllers (PLC), Distributed Control Systems (DCS), and various process and operations control technologies, such as Pipeline SCADA and CPM (Computational Pipeline Monitoring). Works with the IT Department to facilitate the administration of servers, OT equipment, and network resources to support various Terminals and Pipelines processes. Act as a subject matter expert (SME), providing technical direction and guidance to E/I specialists, management, engineers, and operations personnel. Provide input to help establish long term operations and maintenance budgets, as well as lead efforts to set long term operational technology plans for the business unit, in line with company objectives.

Minimum Qualifications

Bachelors degree plus 8 years of job related experience required.

 

Other Skills required:

  • Good interpersonal skills and good written / oral communication skills.
  • Willingness to travel (required).
  • Experience with Microsoft Word, Excel, PowerPoint, Project Scheduling.
  • Design experience (e.g., SCADA, OT networks, CPM, instrumentation, access control).
  • Ability to manage assigned projects under limited supervision.
  • Minimum 8 years of relevant job experience in a programming, control systems related field with working knowledge of IT, OT, PLCs, and network design / administration.
  • Must have valid Driver’s License and be able to obtain a TWIC Card.

Preferred Skills:

  • Experience with SAP preferred.
  • Knowledge of terminal automation, pipeline SCADA systems, facility access control / surveillance, or other oil / gas facility automation is preferred.

ELIGIBILITY REQUIREMENTS:
The Maritime Transportation Security Act requires all persons who will need unescorted access to a regulated facility to have a valid Transportation Worker Identification Credential (TWIC), issued in accordance with the rules established by the United States Coast Guard and the Transportation Security Administration.  Candidates selected for employment must meet eligibility criteria to obtain a TWIC card.

Job Duties

  2. Provide ingenious and creative project specifications in compliance with all applicable industry, local, state, and federal codes, and regulations (IEC, NFPA, ANSI, IEEE, NEMA, etc.); in accordance with corporate capital project procedures and initiatives. Lead efforts to set long term operational technology plans for Terminals and Pipelines, in line with business unit and company objectives
  3. Support operations by providing, on both routine and emergency basis by providing technical support to diagnose issues and provide resolutions for complex electrical and instrumentation (E&I) problems. Solve problems by working remotely with personnel of different skill sets and levels covering all aspects of engineering, automation, electronics, internet technology, operational technology, electrical, communications, and other process control technology. Improve business unit performance by:  1) championing technical programs related to the infrastructure to support IT, OT, and Process Control applications; 2) supporting the Terminal Automation and Controls Manger and the associated E&I Specialists that make up the Terminal Automation & Operations Support group; 3) reviewing, developing and overseeing engineering design standards and construction specifications; and 4) assist with budget development via estimating guidelines and procedures.
  4. Recommend, coordinate, and evaluate studies of existing and proposed process control, electronic, and instrumentation solutions. Identify alternative options and coordinate, plan, and implement projects. Perform detailed research, development, document, and communicate recommendation with the appropriate business justifications.Recommend, coordinate, and evaluate studies of existing and proposed process control, electronic, and instrumentation solutions.   5. Coordinate efforts and activities of CITGO personnel, vendors, consultants, external customers, and other end-users in the installation, upgrade, or replacement of process control system or instrumentation equipment. Serve as CITGO Terminals and Pipelines point of contact for supply and support contracts with critical vendors.
  6. Lead and participate on special projects and corporate initiative teams such as Corporate Technical Teams, terminal automation development, Process Industry Practices, etc. Provide design, guidance, and training to other CITGO personnel to provide for the transfer of knowledge, mentoring, and cross-training to aid in maintaining and improving the effectiveness of technical engineering support.
