Job Summary

Job Responsibilities:

 

CITGO's Manager Health and Safety provides safety leadership to promote cultural changes to achieve industry leading safety performance. The Manager Health and Safety plays a key role in managing activities of the Safety, Emergency Response, Fire Protection, Industrial Hygiene, and H&S Training staff and functions. 

  • Develop strategies and systems to improve Health and Safety Performance at the Lake Charles refinery
  • Ensure compliance with refinery, company and OSHA health and safety standards/regulations
  • Provide guidance to the facility on new and proposed federal regulations
  • Support and facilitate employee involvement in health and safety processes
  • Actively participate in injury/illness case management
  • Prepare and/or review safety plans for major capital projects and turnarounds
  • Manage the Industrial Hygiene Program to ensure compliance with regulatory and corporate requirements and ensure effective systems are in place and adopt best practices where applicable
  • Ensure contractor work is effectively monitored to ensure refinery safety expectations are met
  • Manage the field safety audit process to ensure activities are consistent with CITGO policies/procedures
  • Ensure facility meets National Incident Management System (NIMS) structure and ensure training to maintain an excellent emergency response team. Ensure there are adequate emergency response services for the plant.
  • Support and facilitate employee/contractor involvement in the safety and health processes
  • Serve as point of contact for health and safety regulatory agencies and emergency response agencies
  • Develop leading and lagging measures that clearly articulate plant performance

Minimum Qualifications

Education / Experience Required:

  • Bachelor's degree in Safety, Industrial Hygiene, Fire Science/Protection, or other technical degree, plus
  • 10+ years (15 years preferred) of safety related experience in refinery, petrochemical, or chemical plant, plus
  • 5+ years supervisory experience
  • Certified Safety Professional (CSP) 
  • Comprehensive knowledge of OSHA general Industry and Construction Standards and applicable census standards
  • Strong written and verbal communication
  • Valid Driver's License
  • CITGO hourly employees must be qualified as a temporary supervisor per the Supervisor Development Process (OSDP, MSDP, or LSDP) and meet the minimum qualifications listed above

Eligibility Requirements:

The Maritime Transportation Security Act requires all persons who will need unescorted access to a regulated facility to have a valid Transportation Worker Identification Credential (TWIC), issued in accordance with the rules established by the United States Coast Guard and the Transportation Security Administration. Candidates selected for employment must meet eligibility criteria to obtain a TWIC card.
