Job Summary

Oversees operational banking and corporate liquidity for CITGO, CITGO Holding and other affiliates within the PDV Holding structure. Develops short and near-term liquidity outlook and recommendations for the CFO and Treasurer. Ensures the corporation has adequate liquidity to execute daily operations and business strategy. Coordinates cash management and business strategies with CITGO's business unit leadership. Develops and maintains corporate banking relationships, negotiates cash management services and banking fees. Evaluates interest rate and foreign exchange exposure and advises on mitigation strategies. Ensure that CITGO is in compliance with government regulations as well as reviewing internal controls and segregation of duties to safeguard against potential fraud.

Involves sophisticated financial analysis and forecasting to optimize cash flow and manage risk through evaluating general treasury policies and procedures and creating more efficient and effective policies and procedures as well as general control improvements throughout Treasury Department where needed. He / she will manage project workstreams involving corporate finance, cash management, and credit and will play a role in proposing strategies to enhance returns, reduce risk, and gain capital structure flexibility.

Minimum Qualifications

Degree:

  • Bachelor's Degree.

  • 8 years.

  • Excel skills, SAP knowledge and Banking platform experience preferred.

  • A valid driver’s license is required.

Preferred Tools and Application experience:

  • Experience with treasury management systems (e.g., Kyriba, SAP Treasury).
  • Proficient in Microsoft Office Suite, particularly Excel (advanced functions, macros, VBA).
  • Familiarity with financial analysis platforms such as Bloomberg and CapIQ.
  • Familiarity with reporting and automation tools such as PowerBI and Alteryx.

Job Duties

Manages bank activities and ensures adequate liquidity to meet daily operational requirements and business strategy which includes:

  • Liquidity - Ensures the corporation has adequate liquidity to execute its operations and business strategy through the development and execution of daily cash forecast reporting tools for short term view (current-60 days) and liquidity models for near term horizons (1-2 year).
  • Cash Management - Directs the daily operational cash management activities, including all receipts and disbursements, short term investment and/or borrowing action for CITGO, its affiliates and non­profit organization.
  • Compliance - Coordinates with internal / external counsel and various business units on sanctions corporate governance, policies, and procedures to address regulatory compliance, beneficial ownership, customer due diligence (CDD) and know your customer (KYC) requirements.
  • Bank Landscape and Infrastructure - Directs and advises technical implementations and management of banking infrastructure to optimize cash disbursements, collections, and reporting.
  • Investment - Evaluates and recommends updated investment policies in compliance with CITGO policies, new regulations and financial market tendencies.
  • Banking Relationships - Develops and maintains corporate banking relationships, negotiate Cash Management services and fees. Establishes and maintains working relationship with key internal contacts and enhance relationships with Cash Management banks. Administers the bank account structure, cash management agreements, cash management applications, treasury services, and online banking. Evaluates and negotiates new banking products and services for all CITGO cash management banking requirements.
  • Foreign Currency / Interest rate exposure - Work with Risk Management and Corporate Finance to manage corporate exchange and interest rate exposures; including recommendations on strategies to mitigate risk.
  • Internal controls / Segregation of duty - Implement and monitor effective internal controls and segregation of duties to safeguard assets against potential fraud.
  • Continued build out of Treasury Management System and other Treasury technological tools. Implements best practices and efficient processes within Treasury with an emphasis on staying informed of technological advancements and innovation in Treasury.

Analysis, Process Improvement, Special and Ad Hoc Project Assignments as requested and directed by Corporate Treasurer and/or CFO including:

  • Support workstreams across Corporate Finance, Cash Management, Investments, and Credit. Support will be primarily in the form of participating in strategic decision-making and discovering and proposing best-practices for corporate treasury functions.
  • Perform in-depth analysis and/or build forecasting models related to various Treasury functions including: cash management, investments, working capital, cost of capital, and credit portfolio.
  • Evaluate current processes for generating recurring reports, including Board of Directors presentations and monthly financial performance reports, and propose and implement solutions for streamlining updates.
  • Establishes and manages operating budgets.
  • Develops, validates, recommends various liquidity enhancing strategies (e.g. inventory financing, receivable securitization, interest rate risk assessment, or investment strategy).
  • May serve as officer or member of committees, subsidiaries, joint ventures or serve as back-up to those individuals. Responsibilities include providing direction, advice, and oversight on budget, funding / cash forecasting, payment processing, reviewing financial statements, evaluating proposed transactions (dividends/cash calls/financing), presenting to stakeholders, and updating liquidity models.
  • Consults with internal customers and external vendors on financial and treasury services.

Manages people through evaluation of performance, creates training and development opportunities to ensure employee's job performance meets CITGO needs and employees are given the opportunity to grow:

  • Develop technical and leadership skills within team.
  • Conducts performance reviews and recommends salary increases and bonus payments.
  • Plans and directs work, fills vacancies, provides training, facilitates interaction with other work groups, establishes goals and objectives and sets performance criteria for the group.
