Job Summary

The Turnaround and Capital Construction Planner will work as part of an overall planning team to develop the detailed and integrated plan/schedule for low, medium, or high complexity turnarounds or capital projects. This role has the overall responsibilities for safety, environmental, procedure compliance, planning, execution, coordination of engineering, purchasing budgeting and cost control for the turnarounds or capital projects to which they are assigned.  The incumbent will drive the planning process and will communicate planning and execution status of all associated work ensuring that milestones are met through completion of the turnaround/capital project. 

 

Minimum Qualifications

Minimum Qualifications:

High School Diploma or equivalent plus 6 years craft or industrial maintenance in a refining environment

OR

Bachelors degree in Construction Management plus 2 years experience as a Planner or equivalent

Valid Driver's License

 

Preferred Qualifications:

High School Diploma or equivalent plus 10 years craft or industrial maintenance in a refining environment

OR

Bachelors degree in Construction Management plus 8 years experience as a Planner or equivalent

 

Preferred Skills:

  • Planning & scheduling software knowledge
  • SAP
  • Microsoft Office Products

 

ELIGIBILITY REQUIREMENTS:

  • The Maritime Transportation Security Act requires all persons who will need unescorted access to a regulated facility to have a valid Transportation Worker Identification Credential (TWIC), issued in accordance with the rules established by the United States Coast Guard and the Transportation Security Administration. Job Duties

  • Facilitate the development of turnaround and capital work scopes throughout the refinery through data gathering by utilizing technical resources, inspections, engineering, reliability, OED, etc.
  • Ensure most qualified and most cost effective service providers (specialty contractors) are procured for execution of work assigned.
  • Develop work breakdown structures to facilitate cost analysis, cost tracking and re-forecasting of turnaround and capital projects budget
  • Analyze and supply logic to planned work steps for critical path analysis of projects to maximize schedule and minimize manpower/cost
  • Assist in the development of yearly turnaround and capital construction spending budget
  • Supervise/train/coach other planners/foreman to ensure successful projects.
  • Interface with purchasing department on procurement of goods and services to ensure quality contractors and timely delivery of materials needed
  • Develop and assemble management documents for communication of safety, project status relative to cost, schedule compliance and manpower utilization
