Responsible for implementing environmental, health, safety, and security programs, policies and procedures to maintain operational compliance with applicable regulations and CITGO’s Statement of Commitment to EHSS Excellence. Exercises leadership skills and values in maintaining compliant, aggressively costed terminals, supporting customer, governmental, and community demands while enhancing CITGO’s image. Provides practical, cost efficient management of EHSS compliance actions across various terminal and pipeline regions and associated business unit activity. Provides field support to emergency response incidents. Manages the production and activities of third party EHSS contract consultants and technicians. Plans and directs work, conducts inspections and audits, sets schedules, and negotiates compliance solutions. Develops and manages operating budgets for EHSS projects and provides input to long range plan capital spending. Represents CITGO at community and regulatory meetings, and serves on trade association committees and ad hoc boards.

ELIGIBILITY REQUIREMENTS:
The Maritime Transportation Security Act requires all persons who will need unescorted access to a regulated facility to have a valid Transportation Worker Identification Credential (TWIC), issued in accordance with the rules established by the United States Coast Guard and the Transportation Security Administration. Candidates selected for employment must meet eligibility criteria to obtain a TWIC card.
