Job Summary

Provide safety, health & fire protection support/guidance to assigned business unit locations and Corporate HSE.  This position will interact with all organizational levels and must be proficient in written & verbal communication.  The position will assist in leading the organization’s safety efforts and will be a safety champion for other employees.

 

This position will include travel to assigned business units as needed (<25%).

Minimum Qualifications

Degree:

  • College Degree (Bachelors Level) in Safety or Related Discipline.

The minimum number of years of job related experience required by this job is:

  • 7 years.

List any specialized training or unique skills required:

  • 7+ Years’ Experience in Refining, Petrochemical or Chemical Industry.
  • Experience working with OSHA General Industry/Construction Regulations & Related Consensus Standards.
  • CSP, CIH or CFPS Preferred.
  • Incident Investigation/Causal Factor Analysis experience preferred.
  • Strong Written & Verbal Communication skills.
  • Excellent Organizational & Time Management Skills.
  • Ability to Interact with All Levels of the Organization.
  • A valid driver’s license is required.

ELIGIBILITY REQUIREMENTS:
The Maritime Transportation Security Act requires all persons who will need unescorted access to a regulated facility to have a valid Transportation Worker Identification Credential (TWIC), issued in accordance with the rules established by the United States Coast Guard and the Transportation Security Administration.  Candidates selected for employment must meet eligibility criteria to obtain a TWIC card.

Job Duties

1. Provide safety related guidance and support to assigned CITGO Business Units (includes refining, terminals & pipelines and lubricants) in the areas of safety & health. Work with stakeholders to mitigate risks appropriately.

2. Drive continuous improvement in the Business Unit Safety, Health & Risk Management Processes.

3. Develop, implement and maintain programs, procedures, processes and standards to ensure compliance with OSHA Regulations, CITGO Safety Standards and applicable consensus standards (i.e. NFPA, ASTM, API).

4. Develop and drive continuous improvement of the CITGO contractor safety management program (goal = world class contractor safety program). This includes:

    • Review and act on contractor waiver and exemption requests
    • Periodically review and update program requirements
    • Facilitate periodic reviews with ISNetworld and Business Unit contractors.
    • Provide periodic statistical analyses of program performance to management.
    • Benchmark other downstream/lubricant businesses and implement changes which contribute to the development a world class contractor safety program.

5. Monitor regulatory changes and significant incidents at non-CITGO refineries/chemical plants. Recommend revisions to CITGO safety standards and practices as necessary.

6. Provide turnaround support and participate in turnaround activities for assigned business unit locations.

7. Participate in management system and compliance assessments of business unit operations designed to achieve and monitor compliance with current policies, procedures/standards and regulatory requirements.

8. Analyze trend information and provide recommendations for improvements.

9. Represent CITGO HSE Management in significant safety incident investigations as needed.

10. Perform tasks and projects as assigned by the Manager, Occupational Safety& Industrial Hygiene.
